The NSA have a lot of enemies, the most powerful enemy is Ensei Tankado an ex-emplyee of the NSA. He make the first code that TRANSLTR can't translate because is the first code that changes its form when it detects when something is trying to translate it. This code is called Digital Fortress. Ensei Tankado do this because the NSA try to protect the country but NSA will do an intrusion in the private lives of all the american citizens...
